Esta conferência serviu para fazer um balanço de Quioto, onde ocorreu muitas negociações mas de pouco adiantou, não se atingiu praticamente nada. A grande parte desta conferência serviu para decidir uma agenda / plano de trabalhos, carregada de reuniões durante o próximo ano a começar em Março por dois grupos de trabalho importantes. O primeiro, o grupo de trabalho ad-hoc criado em Bali sobre as acções de cooperação de longo prazo, que trabalha na prática sobre o conteúdo do esperado futuro acordo de Copenhaga, e que envolve todos os países que têm participação na Convenção. O segundo, o grupo de trabalho ad-hoc sobre o Protocolo de Quioto, que inclui o estabelecimento de compromissos de redução de emissões para o total dos países desenvolvidos e para cada um em particular, para o período 2013-2020, e que envolve apenas os países que ratificaram o Protocolo de Quioto. Os recursos naturais têm sido explorados desenfreadamente, resultado das necessidades crescentes da população mundial e da falta de conhecimento das melhores práticas a realizar, tendo em vista a satisfação das necessidades e a minimização de eventuais perturbações da natureza.</span></div></span><div style="text-align: justify;"><br /></div><div style="text-align: justify;"><span class="Apple-tab-span" style="white-space:pre"> </span>A sobre exploração dos recursos naturais, como a água, o solo, a floresta e os oceanos, tem provocado a sua degradação e poluição assim como perturbações significativas ao nível da paisagem, fauna e flora, contribuindo para o ritmo elevado de extinções de espécies que se tem verificado na nossa escala temporal.</div><div style="text-align: justify;">Qual a importância da natureza?</div><div style="text-align: justify;"><br /></div><div style="text-align: justify;"><span class="Apple-tab-span" style="white-space:pre"> </span>A conservação da natureza tem sido reconhecida como fundamental para assegurar a sobrevivência do Homem e para a manutenção dos equilíbrios ecológicos (como a regulação do clima e a protecção do solo contra a erosão), como comprovam as várias convenções internacionais em vigor que visam essa mesma conservação (nomeadamente a Convenção sobre Diversidade Biológica e a Convenção relativa à Conservação da Vida Selvagem e dos Habitats Naturais da Europa) e a acção da UICN (União Internacional para a Conservação da Natureza e dos seus recursos), que tem desempenhado um papel fundamental no fomento da conservação da natureza a nível internacional desde 1948, data em que foi criada.</div><div style="text-align: justify;"><br /></div><div style="text-align: justify;"><br /></div><div style="text-align: justify;">Qual a situação actual?</div><div style="text-align: justify;"><br /></div><div style="text-align: justify;"><span class="Apple-tab-span" style="white-space:pre"> </span>Os ecossistemas planetários ainda estão pouco estudados.
